High Voltage Facility Operation Responsibility — also known as Transformer Operation Responsibility — is defined under the Regulation on Electrical Power Current Facilities published in the Official Gazette No. 24246, and the Regulation on High Voltage Facility Operation Responsibility issued by the Chamber of Electrical Engineers (EMO).

This role is undertaken by a qualified electrical engineer in facilities that own and operate their own high voltage systems and transformer substations. The purpose is to ensure personnel and asset safety, minimize economic losses, and oversee the safe and compliant operation of the facility’s electrical infrastructure.

📌 From the moment the system is commissioned and energized, businesses are legally required to have a Facility Operation Responsible Engineer in place.

👨‍🔧 Who Can Serve as a Facility Operation Responsible Engineer?

According to EMO regulations, the engineer must:

  • Hold an EMO‑issued High Voltage Facility Operation Responsibility Certificate.
  • Be a graduate in Electrical Engineering or Electrical‑Electronics Engineering.
  • Ideally work full‑time, year‑round within the facility.
  • If no such engineer is employed, the service may be provided by an external engineer holding both an SMM Certificate and the Operation Responsibility Certificate, authorized for facilities above and below 1kV.

📋 Duties and Responsibilities

The High Voltage Facility Operation Responsible Engineer acts not only on behalf of the facility owner but also as the official point of contact with the energy supplier. Key responsibilities include:

  • Conducting regular inspections of high voltage systems and identifying deficiencies.
  • Providing training to operational staff to prevent incorrect maneuvers.
  • Preparing and updating the single‑line diagram of the high voltage system.
  • Drafting switching instructions and delivering them to staff against signature.
  • Ensuring safety equipment is complete, tested, and functional.
  • Performing or supervising switching operations in compliance with regulations.
  • Assessing faults and directing necessary maneuvers to restore service.
  • Coordinating with the distribution company for outages, re‑energization, and maintenance schedules.
  • Overseeing maintenance work, ensuring equipment is isolated and grounded before handover, and safely re‑energized afterward.
  • Monitoring the condition of high voltage equipment and informing the facility owner of any issues requiring intervention.
  • Ensuring earthing tests are performed regularly and in accordance with legal requirements.

💡 Note: Monitoring energy consumption and managing the compensation system are not part of the high voltage operation responsibility scope.
